SCOSS - the Standing Committee on Structural Safety - is an independent body established in 1976 and is supported by the Institution of Civil Engineers, the Institution of Structural Engineers and the Health and Safety Executive to maintain a continuing review of building and civil engineering matters affecting the safety of structures.
The prime function of SCOSS is to identify in advance those trends and developments which might contribute to an increasing risk to structural safety. To that end, SCOSS interacts with the professions, industry and government on all matters concerned with design, construction and use of building and civil engineering structures. There is a steering committee of engineering representatives from industry and academia and a permanent secretary.
The collation and dissemination of information relating to matters of structural concern is a vital element of achieving safe structures so SCOSS has introduced the Confidential Reporting on Structural Safety (CROSS) scheme. CROSS aims to improve structural safety and reduce failures by using confidential reports to publicise lessons that have been learnt, and to generate feedback and influence change. Reporting can be done offline by post, or online which can leave an email trail, and in either case the contents are seen only by the scheme director who removes identifying features and then categorises the report. When reports are sent by post the technical information is extracted and the documents returned to the sender, whose name is not kept, before publication. The confidentiality of reports sent online is maintained. The director may telephone reporters to gather more information.
De-identified, or anonymised, reports are reviewed by a CROSS panel of experts who provide comments for the guidance of others in the industry. Quarterly Newsletters are published containing reports and the associated expert comments. Reports are held on the data base in this site.
CROSS needs reports on concerns that Engineers and others have experienced and that can be used for the benefit of the public and practitioners in the construction industry.
